[Bug 1690688] [NEW] kombu in artful-proposed incompatible with celery in artful

Public bug reported:

Currently, even without the Python 3.6 transition going on, the version
of kombu in artful-proposed is too new for the version of celery in
artful (as described here: https://github.com/celery/django-
celery/issues/276). To fix this we either need to upgrade celery and its
deps, or delete the version from -proposed. Given the in-progress Python
3.6 transition, I favour the latter for now.
