[Bug 1691659] [NEW] Enable OVS-DPDK support on arm64

Public bug reported:

DPDK works on arm64 since yakkety, and upstream worked on further stabilizing it.
For the Artful cycle we should try to enable OVS-DPDK on arm64.

This needs the new DPDK 17.05 to be completed and will therefore be part
of this work.
