Status in openvswitch package in Ubuntu:
  Confirmed

Bug description:
  On OVS 2.7 (as in artful) there is an open issue which blocks proper
  execution on arm and thereby to some extend bug 1691659.

  Now there is a related bugfix in discussion and we have seen a
  preliminary version that I'll attach.
