Sam, I've uploaded a fix for this to Queens. I'm not sure that it is
critical enough to backport to earlier releases, as cinder-api already
depends on cinder-common. However, if I'm missing something and you feel
this is critical enough for a backport please let me know. Thanks again

Bug description:
When I installed cinder-scheduler it installed apache.
This is because cinder-common depends on apache. This is wrong,
cinder-api should depend on apache but not cinder-common.
This is with the ocata cloud archive version.
