Hi Dennis,
The cinder package was updated a few releases ago to run cinder-api
under apache2, so there is no longer a systemd unit file shipped with
the package for cinder-api. Instead, you should see it installs apache2
and /etc/apache2/conf-enabled/ includes config for the cinder api.

The cinder-api package does not contain a /usr/bin/cinder-api file and
no unit file for the service:

We are using the ocata version, the following cinder packages are installed:

ii cinder-scheduler 2:10.0.6-0ubuntu1~cloud0 all Cinder storage service - Scheduler server
ii python-cinder 2:10.0.6-0ubuntu1~cloud0 all Cinder Python libraries
ii python-cinderclient 1:1.11.0-0ubuntu2~cloud0 all Python bindings to the OpenStack Volume API - Python 2.x
