[Bug 1744591] [NEW] deb should include init script for configuring SR-IOV virtual functions at boot time

Public bug reported:

There is currently a set of init scripts carried in the neutron-
openvswitch charm.

One of the review comments at the time suggested this should really live
in the deb.

If we have time to get it in Bionic we can set up a corresponding
version fence in the charm to have it not install it's init scripts from
that version onwards.

I intend to add a debdiff for review of the suggested change and
subsequently propose the necessary changes to the charm.
