  [RM] Package needs to be removed in Bionic

Status in python-django-openstack-auth package in Ubuntu:
  In Progress

Bug description:
  The source code from this project has been merged into horizon in the
  Bionic timeframe. The horizon source package in Bionic now provides
  the binary packages for python(3)-django-openstack-auth, so python-
  django-openstack-auth and it's corresponding binary packages need to
  be removed.
