Bug description:
  version: 10.2.9-0ubuntu0.16.04.1
  Ubuntu version: 16.04

  /etc/logrotate.d/ceph-common contains:

  /var/log/ceph/*.log {
      rotate 7
      daily
      compress
      sharedscripts
      postrotate
          killall -q -1 ceph-mon ceph-mds ceph-osd ceph-fuse radosgw || true
      endscript
      missingok
      notifempty
      su root ceph
  }

  killall is in the psmisc package, so the ceph-common package should
  declare a dependency on psmisc.
