Bug description:
  During the cosmic development cycle, Ceph 13.2.1 was stuck in proposed
  for a prolonged period of time due to a MIR of liboath0; this MIR
  review completed post release, with the version in cosmic-updates now
  being in main.

  Unfortunately ceph 13.2.1 was removed from -proposed as part of the
  post release cleanup; I'd like to introduce this version into cosmic
  as part of an SRU; the version in cosmic is currently older than the
  one in Bionic, and all of our Cosmic OpenStack validation was done
  against Ceph 13.2.1 in cosmic-proposed.

  bug 1805145 will also be included in the this SRU and will be
  specifically tested.

  A general regression test of ceph in cosmic-proposed as part of an OpenStack Cloud will be performed inline with the normal process for
  OpenStack updates.
