qemu is just a dummy package as of disco; the nova-compute-qemu package
needs to directly depend on the newer qemu-system-* packages.

  UCA Stein repo used on Bionic

  When installing the nova-compute-qemu package the proper qemu is not
  installed which results in qemu-system not being installed. This
  results in the qemu emulator binaries to not be installed.
