  cinder-common postinstall pkg script fails with Netapp NFS shares
  mounted

Bug description:
  we currently using rocky repositories from ubuntu cloud archive on an
  ubuntu 18 installation and see problems updating cinder-common package
  while having our backend storages mounted over NFS under
  /var/lib/cinder/mnt/*.

  The postinstall script will try to chown all files under
  /var/lib/cinder to cinder:cinder which failes as the Netapp NFS share
  includes .snapshot* folders that are in read only state. apt then
  reports the following error:

  Setting up cinder-common (2:13.0.3-0ubuntu1~cloud0) ...
  chown: changing ownership of '/var/lib/cinder/mnt/88789b2e397a9b2806740d1fd13b45fe/.snapshot/hourly.2019-05-07_0315/locks/nova-storage-registry-lock': Read-only file system
  ...
  ...
  dpkg: error processing package cinder-common (--configure):
   installed cinder-common package post-installation script subprocess returned error exit status 1
