[Bug 1833406] Re: nova-compute-qemu package not pulling in proper qemu

This bug is included in the latest nova disco upload but does not
include an SRU template. Normally I'd block on this, but since this is a
dependency change - and the change is part of a new upstream release -
I'll let it in as is. But please verify that the proper qemu packages
are installed before marking this verification-done.

  UCA Stein repo used on Bionic

  When installing the nova-compute-qemu package the proper qemu is not
  installed which results in qemu-system not being installed. This
  results in the qemu emulator binaries to not be installed.
