[Bug 1863585] [NEW] No `ovn-appctl` binary in package

Public bug reported:

After the OVS/OVN split the OVN project created their own `ovn-appctl`
binary.

I don't know if they have diverged much at this point, but the new name
is referred to in the functional tests etc. so I think we should include
it, I would think it belongs in the `ovn-common` package.
