I have now run some tests and can confirm that upgrading the neutron
server package on the API units is enough. More specifically:

neutron-gateway 14.0.2 + neutron-api 14.0.2 + compute 14.0.4 ⇒ booting instances fails
neutron-gateway 14.0.2 + neutron-api 14.0.4 + compute 14.0.4 ⇒ booting instances succeeds
neutron-gateway 14.0.2 + neutron-api 14.0.4 + compute 14.0.2 ⇒ booting instances succeeds

Title:
networking disruption on upgrade from 14.0.0 to 14.0.3

Status in Ubuntu Cloud Archive:
  Confirmed
Status in neutron:
  Incomplete
Status in neutron package in Ubuntu:
  Incomplete

Bug description:
  Hi,

Not entirely sure why, but if a cloud has services running these 2
  versions of neutron (2:14.0.3-0ubuntu1~cloud0 and
2:14.0.0-0ubuntu1.1~cloud0), networking is basically broken until
  everything is running 2:14.0.3-0ubuntu1~cloud0.

Which causes networking disruption when not all nodes are upgraded at
  the same time.

  Thanks
