Looking through the cloud archive repos (http://ubuntu-
cloud.archive.canonical.com/ubuntu/dists/), it looks like this is now
resolved back to bionic-rocky

** Changed in: cloud-archive
       Status: Triaged => Fix Released

Title:
  UCA needs InRelease file to fix 'hash sum mismatch'

Status in Ubuntu Cloud Archive:
  Fix Released

Bug description:
  odyssey4me> Jesse P reported:

  "I wonder - is anyone else still seeing 'Hash Sum mismatch' errors for
  apt update executions. According to
  http://www.chiark.greenend.org.uk/~cjwatson/blog/no-more-hash-sum-
  mismatch-errors.html this should be a thing of the past from Xenial
  onwards, but we're still seeing it. I'm trying to figure out how to
  verify whether this is actually being used or not."

  "yep, UCA has no InRelease file"
