Bug description:
  Hello,

  When clicking on "network topology", in the dashboard, I get this html
  page entitled "TypeError at /project/network_topology/" context must
  be a dict rather than bool.

  Exception location: /usr/lib/python3/dist-
  packages/django/template/context.py in make_context, line 287

  Py version : 3.6.9

  Error during template rendering

   in template /usr/lib/python3/dist-
  packages/horizon/templates/horizon/common/_tab_group.html, error at
  line 19
