That's a bug in iptables, fixed in iptables upstream, see bug 1898547.

  iptables-restore fails on groovy

Status in neutron package in Ubuntu:
  New

Bug description:
  Deploying victoria on groovy (on s390x in this case), I see the
  following error:

  Which has the end result of neutron not allocating VIFs correctly
  (timeouts)

  If I update-alternatives so that iptables-restore and ip6tables-
  restore use iptables-legacy, everything is OK.
