when trying to build openvswitch from train in a ppa and using ubuntu-
cloud-archive/rocky-staging as a ppa dependency, it will fail with this
error:

 sbuild-build-depends-openvswitch-dummy : Depends: libdpdk-dev (>=
18.11.2-4~) but it is not going to be installed
