Somewhat more importantly, it looks like we should actually carry
python-barbicanclient in the UCA for Rocky? The source package has 4.7.0
in the stable/rocky branch; however, the UCA doesn't seem to have any
python-barbicanclient between mitaka and queens.

  Ubuntu Rocky currently has python-barbicanclient 4.6.0 which doesn't
  support the --file argument:

  openstack secret store: error: unrecognized arguments: --file /tmp/id_rsa.pub

  Upper constraints has python-barbicanclient 4.7.0 for Rocky so we
  should really be at that version.
