Initialize privsep library in Neutron commands
Since the migration to privsep, some Neutron commands execute methods
under a privsep context. The privsep library must be initialized first.

Bug description:
This bug is similar to https://bugs.launchpad.net/charm-neutron-
gateway/+bug/1923453
Since Neutron moved from rootwrap to privsep, some commands
(ipset_cleanup, ovs_cleanup, sanity_checks) should initialize the
privsep library.
The fix for this bug should be backported to Wallaby.
