[Bug 1914100] [NEW] python3-heat-dashboard launch stack fails

Heat-dashboard fails to launch properly.

# Reproducer
1) Setup a basic openstack with heat and horizon
./generate-bundle.sh --use-stable-charms -n gendarmerie-00301871 --create-model -s bionic -r stein --heat --openstack-dashboard
2) After the regular cloud setup, try to upload the file 'template.yaml'  via horizon dashboard -> Project -> Stacks -> Launch stack
3) Check openstack-dashboard /var/log/apache2/error.log and it should have the error [3]
