Should be addressed by
* Only test with &-delimited query strings
https://review.opendev.org/c/openstack/swift/+/781583 (master)
https://review.opendev.org/c/openstack/swift/+/781819 (stable/wallaby)
* Don't require swift be installed to have passing manager tests
https://review.opendev.org/c/openstack/swift/+/781584 (master)
https://review.opendev.org/c/openstack/swift/+/781820 (stable/wallaby)
Can you confirm that these seem to address the issue for you? I'd be
happy to tag a 2.27.1 if they do (assuming that doing so would be
helpful to you).
