Title:
if /etc/sudoers.d/nova_sudoers is removed, upgrades fail

Status in nova package in Ubuntu:
  Fix Released
Status in nova source package in Precise:
  Won't Fix
Status in nova source package in Quantal:
  Fix Released

Bug description:
  dpkg --configure -a
  Setting up nova-common (2012.1-0ubuntu2.1) ...
chmod: cannot access `/etc/sudoers.d/nova_sudoers': No such file or directory
  dpkg: error processing nova-common (--configure):
subprocess installed post-installation script returned error exit status 1
dpkg: dependency problems prevent configuration of nova-network:
   nova-network depends on nova-common (= 2012.1-0ubuntu2.1); however:
Package nova-common is not configured yet.
  ....

The package should survive the upgrade even without the sudoers file
  there.
