Bug description:
  When using OVN, reverse DNS for instances is not working. With dhcp-
  agent:

  ubuntu at vm1:~$ host 10.0.0.11 10.0.0.3
  Using domain server:
  Name: 10.0.0.3
  Address: 10.0.0.3#53
  Aliases: 

  11.0.0.10.in-addr.arpa domain name pointer vm3.openstackgate.local.

  With OVN:

  ubuntu at vm1:~$ host 10.0.0.11 8.8.8.8
  Using domain server:
  Name: 8.8.8.8
  Address: 8.8.8.8#53
  Aliases: 

  Host 11.0.0.10.in-addr.arpa. not found: 3(NXDOMAIN)

  Expected result: Get the same answer as with ML2/OVS.
