For the `ovn-sbctl chassis-del` not removing Chassis_Private record part
of this bug, I sent this patch upstream:

Bug description:
  Ideally this should remove the chassis from both Chassis and Chassis_Private and communicate to the operator that neutron-servers need to be restarted to make the agent disappearing from 
  "openstack agent list"
