[Bug 1958181] [NEW] python-cryptography 3.4.8-1 regression vs upstream 3.4.8

Public bug reported:

dump_certificate_request() for an unsigned CSR is failing on 3.4.8-1ubuntu1 in distro
but is successful against upstream 3.4.8.

I have a test here that can be run against upstream as well as distro packages.
