Sorry about the confusion.

Initially, I just wanted to fix the typo. However, 'debuild' and
'pbuilder' both failed to build the package without sphinx-common. I
have been following the Ubuntu Packaging Guide.

I, then, looked at the changelog and saw a couple of other patches that
added new deps or bumped the old ones for Focal. So, I figured that I'd
follow their steps. Perhaps I'm mistaken.

What do you propose?
