Bug description:
  The upstream Neutron stable/ussuri branch is in extended-maintenance
  mode which means patches are still accepted but they aren't cutting
  any new stable releases. Therefore this bug is being opened to
  backport a series of OVN patches that are needed for functionality on
  Ussuri (Focal).
