[Bug 2032604] [NEW] [FFe] Update Open vSwitch to new 3.2.0 upstream version

Public bug reported:

Open vSwitch 3.2.0 was released [0] on the date of the Ubuntu feature
freeze and as such we had no opportunity to make a package update ready
in time.

This new upstream version includes fixes and new features that are
important for our community, and we would like to include it in the
Ubuntu Mantic release.

An update to the Debian openvswitch package is currently under review
[2][3][4], and a preview of how the package would look once imported to
Ubuntu can be viewed in the ovs PPA [5].
