[Bug 2007923] [NEW] [flaky test] check meters update

Public bug reported:

While build testing on a lightly loaded system the `check meters update`
test failed, which is a clear forewarning that it will most likely fail
in the Debian/Ubuntu build farms. As such we'll disable the test in the
package for now.

Here is documentation that the test passes on a unloaded system:
