  Add action to remove chassis from the OVN SB

Status in charm-ovn-central:
  New
Status in ovn package in Ubuntu:
  In Progress

Bug description:
  Ideally this should remove the chassis from both Chassis and Chassis_Private and communicate to the operator that neutron-servers need to be restarted to make the agent disappearing from 
  "openstack agent list"
