It seems libvirt does have code to sometimes set -global
ICH9-LPC.disable_s3=1, but it's not 100% clear to me from a quick read
why that might not be getting done here. Perhaps Seyeong you could check
into that?

The code to do that seems quite a bit older than focal.

Bug description:
  [Impact]

  In Focal, secureboot is not working ( black screen right after
  instance is started )

  [Test Case]
  1. In focal, create instance, and enable secureboot
  2. start instance.
  3. you just can see only blackscreen.

  [Where problems could occur]
  Secureboot may have issue.

  For Jammy, it is ok
