[Bug 2045143] [NEW] [noble] RM: openvswitch [armhf] -- marked 64-bit only in Debian

Public bug reported:

The Open vSwitch package in Debian has been marked 64-bit [0][1] only
and as a consequence the imported package to Noble is currently failing
proposed-migration.

I suggest we follow suit and remove the openvswitch package for armhf
architecture in Noble.
