[Bug 2040097] [NEW] dpdk system tests fail due to early exit of dpdk-testpmd application

Public bug reported:

Since DPDK 22.11.3 the dpdk-testpmd application will exit immediately
when run in non-interactive mode.

While this is an upstream DPDK bug there is patches in-flight [0] in OVS
to change the way the dpdk-testpmd application is invoked.

Until that lands we can work around this issue by passing `--stats
period N` or `--interactive` to dpdk-testpmd.
