Bug description:
  [Impact]
  The Ceph Quincy point release included in Jammy doesn't include the cephfs-mirror binary. This binary comes from the upstream repository.

  [Test Plan]
  After installing the Ceph packages, the cephfs-mirror should be available for use.

  [Where problems could occur]
  No problems are expected, given that this is a completely new package that wasn't being used before, and no changes are introduced to the other Ceph components.
