Title:
autopkgtest fails on arm64: EAL: eal_memalloc_alloc_seg_bulk():
  couldn't find suitable memseg_list

Status in openvswitch package in Ubuntu:
  New
Status in ovn package in Ubuntu:
  Fix Released

Bug description:
There appears to be two sets of arm64 nodes used for autopkgtests, the
ones coming from the bos02 region are missing a CPU feature that
prevents the test from running, the ones coming from the bos03 region
have the required CPU features but the test fails [0].

Changing from using 2M hugepages to 1G hugepages resolves the issue.

We still need to allocate some 2M hugepages though, to avoid the tests
  from being skipped.
