Could you please merge php-codeigniter-framework 3.1.13+dfsg1-3 ?

It contains the fix suggested by Athos Ribeiro which fix FTBFS with
python3.12 & php8.3

I had to amend slightly the fixes so as to have correct code
highlighting in generated doc.
