Seems like it's a weakref black magic. wr is dead when _removeHandlerRef called
It's too much for me, I just hack it out:
def _removeHandlerRef(wr):
    """
...
    if wr() is None:
        return
...

Bug description:
  When I execute su -s /bin/sh -c "keystone-manage db_sync" keystone

  I am receiving below error
