The openstack-trove package was removed from the archive during noble
(24.04) development due to the status of the same package in Debian.
As such it did not form part of the Ubuntu 24.04 LTS release which feeds
the Caracal Cloud Archive for 22.04.

Bug description:
I noticed that UCA Caracal does not provide the core trove packages such as python3-trove, though these packages were available in UCA Bobcat or older releases.
It it expected or the packages may be added later ?
Interestingly the trove-dashboard package is available in Caracal. So
if trove is removed from the distribution then it may need to be
removed, too.
