Hello

I encountered the same error when trying to initialize the Keystone
database.

I was able to resolve the issue by reinstalling the Python dependencies of Keystone. Running this command worked for me:
pip3 install --force-reinstall -I --ignore-installed keystone

After that, the keystone-manage db_sync command executed without any
errors. Hope this helps anyone facing the same problem!
