Public bug reported:

When activating a ceph-volume that was previously created with bluestore
and encrypted volume using the command

ceph-volume lvm create —dmcrypt —data /data/sdb

on Systemd reactivation fails with error

`ceph Invalid version: 'cryptsetup 2.7.0 flags: UDEV BLKID KEYRING FIPS
KERNEL_CAPI HW_OPAL`

This seems to be due to the incorrect code in the file

/usr/lib/python3/dist-packages/ceph_volume/util/encryption.py:22

if version.parse(out[0]) >= version.parse(f'cryptsetup
{target_version}'):

The following patch helps me work around the problem
