[Bug 2119955] [NEW] [s390x][jammy] Test "Requested SNAT Zone in router creation transaction" is flaky"

Public bug reported:

Builds of ovn package 22.03.8 for Jammy are failing on s390x
architecture [0] due to occasional failures of "ovn-controller -
Requested SNAT Zone in router creation transaction" test[1]. The test
should be probably marked as flaky because:

* There are 8 variations of this test that differ only in test options (dp-groups, parallelization, ovn_monitor_all) and most of them pass.
* The test passes on other architectures (example [2][3])
* The test passes on later releases on s390x (example [4][5])
* Attempts to reproduce this bug manually on s390x hardware failed. The test was passing consistently.
