[Bug 2120483] [NEW] Ceilometer missing new dependency requests-aws.

Upstream moved requests-aws from test-requirements.txt to
requirements.txt, triggering an Ubuntu build error for "dependency not
in main - requests-aws."

This is observed when packaging the new version of Ceilometer for
OpenStack Flamingo against Ubuntu Questing.
