Thanks for the patch! A couple quick comments on the debdiff:

+openstack-pkg-tools (135ubuntu1) UNRELEASED; urgency=medium

Please set the series field accordingly. I.e., questing in this case.

+  * d/control: update maintainer to ubuntu devel.

nitpick: Normally we don't explicitly mention this change in the
changelog, but if you prefer it, that's fine.

nitpick: As this is Ubuntu's bug, the "Bug-Ubuntu:" field is preferred.
"Bug:" is usually used to reference the upstream issue (if appropriate).

Bug description:
  When the debian version of the package where we use `openstack-pkg-
  tools` as a build helper  contains a git tag, that package will fail
  to build.

  This is due to https://salsa.debian.org/openstack-
  team/debian/openstack-pkg-
  tools/-/commit/94691c0a04d9ee06c24bc8fd9beee4ee8a61beaf which declares
  a new PBR_VERSION, overriding the one set in Ubuntu packages.
