[Bug 2103707] [NEW] cephadm on noble reports "This is a development version of cephadm"

Public bug reported:

Using cephadm on noble, bootstrap works fine, I have a squid cluster up
and running on first node. However when I try to get cephadm shell it
starts pulling upstream images from quay.io

ubuntu at node1:~$ sudo cephadm shell
