[Bug 2126661] [NEW] Bump oslo.messaging to the latest version for 2024.1

Public bug reported:

This is a request to release the latest version of python-oslo.messaging
to the latest version in the 2024.1 cycle, both for UCA and for noble-
updates. As of today, we have 14.6.0 available, but there are key
features in 14.7.x that we expect to be available when installing the
various Openstack modules from the 2024.1 cycle.

All of these new features are described in oslo.messaging's release
notes [1].
