This appears to have been fixed in upstream 0.8 (Ubuntu 18.10):
importing it no longer raises any warnings (e.g. see
https://ci.debian.net/packages/p/python-tabulate/testing/amd64/64684210/
).

If I am wrong, please reopen the bug.

Bug description:
  The python3-tabulate package raises a SyntaxWarning when imported
  using python3.8.

  To work around this I use the following code for an internal CLI
  application:

      with warnings.catch_warnings():
