There is a set of changes that go in hand both on kernel and userspace
side that for some reason triggers this issue.
Reverting either makes the test pass again.
Kernel : 59f44c9ccc3b ("net: openvswitch: allow providing upcall pid for the 'execute' command")
Open vSwitch: 0d9dc8e9ca4a ("dpif-netlink: Provide original upcall pid in 'execute' commands.")

Bug description:
At this point in time, with the 6.17.0-5.5 kernel and iproute2
6.16.0-1ubuntu2, the following OVN system tests fail on Questing:
DNAT and SNAT on distributed router - N/S - IPv6
Traffic to router port via LLA
egress qos
LR with SNAT fragmentation needed for external server
Downgrading iproute2 to 6.14.0-1ubuntu1 makes the following tests
pass:
egress qos
Mainline test with v6.16 and iproute2 6.14.0-1ubuntu1 makes all above
mentioned tests work.
Kernel/iproute2 from previous Ubuntu versions also make all above
mentioned tests work.
