[Bug 2124228] [NEW] Package ceph-exporter for jammy 17.2.9 and noble 19.2.3

Placeholder bug for time being.

Since enablement of ceph-exporter is turning into a contentious issue,
we will enable and package it in a separate SRU to the 17.2.9 and 19.2.3
point releases, so they can happen without any further delays.
