[Bug 2125509] [NEW] [FFE] Version 7.1.0 required for OpenStack Vitrage

Public bug reported:

The newest release of OpenStack Vitrage has replaced python-pysnmp-
lextudio with python-pysnmp4[1]. It requires the methods and features in
version 7.1.0 whereas only version 4.4.12 has been in Ubuntu since
Jammy. An exception is requested to import 7.1.0 of python-pysnmp4 from
Debian into Ubuntu Questing.
